Dear City College Colleagues:
I write to you today to correct the record about an inaccurate article published in this morning’s San Francisco Chronicle on the topic of load-banking.
Load-banking is a common practice among colleges which accounts for routine fluctuations in full-time faculty load across semesters. In 2018 during the annual process of the independent audit, it became clear that there was a real need to initiate a “Load Balance Reconciliation Assessment” to better balance the account. This process is well underway. Once the results of this assessment are complete, Department Chairs will adjust future faculty assignments to address any larger positive and negative balances in accordance with the AFT contract.
Here are the facts:
- Any published numbers related to dollar amounts owed are simply inaccurate. The college is still in the process of reviewing and reconciling load banking figures. Imbalances can be corrected in a number of ways, and over a period of time.
- An independent auditor presented a report at the January 2019 Board of Trustees meeting that outlined this load banking issue, and officially confirmed that the College Administration has a credible process underway to address and correct this long-standing issue.
- Load balances do not affect the College’s current budget or deficit.
It is immensely disappointing that this information was presented in such an inaccurate manner, especially after we provided the Chronicle with the correct information. Under separate cover, we are submitting to the Chronicle a letter to the editor to correct the record.
